Problem 1 hurrican Katrina refugees
Problem 2 Illegal Mexicans crossing into Texas
Problem 3 Alligators
And here are my soloutions
#1 dig a moat around Texas
#2 take the dirt from the moat and fill in New Orleans
#3 take the displaced alligators from New Orleans and put them in the moat.

It seems to be missing a #4. to solve the problem of the people in texas because of problem 1 & 2.
May I suggest hire them for pennies on the dollar to build the moat, then by sheer coincidence, when the moat is finished they find them selves on the other end?
