1.) If you are a US Citizen, you may petition for following relatives, as long as you can prove the relationships:

* Unmarried son or daughter over 21 years old;
* Married son or daughter of any age;
* Brother or sister, if you are at least 21 years old.
2.) If you are a lawful permanent resident (green card holder), you may petition for following relatives, as long as you can prove the relationships:
* Husband or wife; or
* Unmarried child under 21 years of age;
* Unmarried son or daughter over 21 years of age.

I think I would be correct in saying that you must be at least 18 years of age to sponsor someone via I-130. What kind of relative do you wish to sponsor? There are different types of visas available for spouses of Americans.
Here's a better question. Do you earn enough income to qualify as a sponsor? Working part-time down at the Dairy Queen isn't going to cut it.
