I sent in my application for my passport the 4th of May and I was told it would take no longer than 10 weeks to receive it back. However, when I called today I was told that it would in fact take 12 weeks meaning I will be receiving it in about a month. Unfortunate for me, I have a real emergency [I live in the United States] and I need to be in Canada before July 13th. Is there anyway that I can resolve this?

Contact the local Canadian consulate office. I do not believe Canada requires US citizens to have a passport, at this time. As far as re-entering the US on the ground, passports are not required right now. If you are flying, a receipt of your passport application will suffice with a govt issued ID...check this link:

if you are crossing the border by land, not air, you do not require a passport yet. Also, are you a Canadian or U.S. citizen? Canada Border Services tend to let their own citizens in easier than foreign citizens. With the craziness of passports lately, you would have been better off paying for expedited service, my fiance got his back in less than 3 weeks, in Texas.
