I called the INS on this guy I use to know and they never did anything. Why is that?

They do not have the funding for the small fish, our government doesn't really want to enforce our immigration laws

you need evidence, cards IDs those things, you can say anyone but without the paper work you have nothing.
I hope there was a really good reason for you to do this to someone, and not just a childish petty attempt at revenge.
Unless there is GOOD reason the INS won't just go to the expense of deportation at this time.
