Most on YA say the new Immigration bill amounts to AMNESTY. What then would you consider to be NOT amnesty??

Excuses range from "it's more of a fee for the rich", and that "it's NOT enforcable".
So what exactly constitutes NOT AMNESTY to you people?

Most on YA are wrong. This bill constitutes "NOT AMNESTY." Amnesty has historically required residence in the US for at least 10 years. People had to document their physical presence here (and meet some other requirements, like an English language and civics requirement), attend an interview and they could become permanent residents with no need to leave the US.

This bill provides for a visa, but eventually the people would be required to leave the US for a long period of time before they can come back. Do you really think that is doing them a favor? That is extremely harsh. If you were poor here, and had no way to support yourself in your own country, do you really think you'd go back to your country and wait years to come back, or do you think you'd take your chances and continue living underground? Seriously, what do you think?

Here's a big clue to the answer. There are millions of people RIGHT NOW who could do something similar -- they have US citizen spouses or kids who have made petitions for them to become permanent residents, but they cannot do it in the US because they entered without visas. Their only option is to go back to their countries, and risk not being able to return for 10 years, but possibly return in a year or so. Very few of these people leave to get their residency at the US embassy in their country because they would face an enormous hardship packing up and leaving their families behind, or taking their families with them. If these people don't do it -- do you think people will actually use this Z visa thing?

You anti immigrants should love it, because it's very harsh. You all complain about the illegal immigrants but you want to continue to make it impossible for most of the who want to come here legally. The harsh laws create illegals because people will come no matter what. These people risk their lives coming here. It is a question of survival. Educate yourselves about what's happening around the world. Get some perspective and maybe you'll stop spouting facist comments like -- shoot illegals at the border.
Getting the fukk out of our country if you came here illegally. That would be my choice!
Send them all home to their countries and insist they apply through regular channels to come back.

Anyone is this country illegally can come forward and get a work visa, good for a certain amount of time. They need to pay fine, and are not entitled to any government services. Their children cannot be allowed in our schools unless they can speak a minimum of English, and they have to prove they are employed to stay here. Any criminals are deported immediately. They should not be allowed to vote, and should never ever be granted citizenship. The decedents who were born here maybe, but not them. That will be their punishment for breaking our laws. There needs to be a penalty for coming here and this bill has no provisions for that, that is of any consequence.

Several answerers suggest that to be NOT AMNESTY, people would be required to leave and come in via legal channels. I'm confused--the new bill does that. Under current law there are no legal channels for many people--that's why they came the way they did. The new law creates a new legal channel for these people and requires that a household member leave the country and enter under the newly created legal channel. That, in addition to paying a $5000 fine for the previous violation.
Not amnesty is going back to the home country , filling out the paperwork, waiting in line .
It comes down to two options, either they stay or they go. If they stay, no matter how you slice it, it's an amnesty. We don't want to deal with these people anymore; we want them out!
The problem with this whole discussion is that it is based on the premise that illegals actually WANT citizenship. As illegals they enjoy exemption from taxes, imunity from our laws, free health care, and minority status that entitles them to all sorts of handouts. As citizens they would be in the same boat as we are...that is pay your own way and also pay for those tens of millions who don't belong here...who wants that?
