Having a valid social security number DOES NOT automatically mean you are a permanent legal resident of the U.S.
A social security could only mean that you were allowed to have one for identification purposes. Your S.S. card could have some restrictions put on it such as "not valid for employment."
Usually, when an alien, other than a permanent resident, needs an ID, they are usually given an alien number by the USCIS or a TIN number (taxpayer ID) for tax purposes.
Legal residence comes separately. If you are on an immigrant's visa, legal residence ID means a "green card" ID.

When one does not have legal status, one can apply for a special SS ( Individual Taxpayer ID. Number) number which is called a " I T I N " / you can look this up on the web, to get more info. or ssa.gov website. All I know is that Its a LEGAL 9-digit number related to a social security number which you can use when reporting your taxes, and one does not doesn't necessarily need to be legal to obtain one.

Any legal and/or documented alien can have social security number (besides citizens, of course). Having a SS# automatically does not equal being legal resident (or green card holder).
