I know a person that is holding a Singapore IC and a Thai passport?

She secretly told me she is holding two citizenships so that she can go back to thailand to retire in near future, is it legal?

It's legal if she is Singapore PR (blue NRIC) and not Singapore Citizen (Pink NRIC).
Her Singapore I/C probably is that for a Permanent Resident (Blue in colour). If she's a citizen of Singapore, she must hold the passport as well.
It is legal to be a PR of one country & a citizen of another.
i dont think its illegal. she basically has a dual citizenship. But for both countries she must obey the laws in order to keep the dual citizenship.
Sure it is legal to have multi citizenships of other countries. But an American citizen is required to give up all other citizenships.
