Depending on where you live you may want to go to the Mexican Consulate closest to you. They can produce a replica of your Birth Certificate for a fee.

There is no such thing in Mexico. If you pay anyone to get this document for you, you are going to get riped off.
You personally or one of your relatives has to go to the registro civil where you were register as a child. It cost under $10.00 to get a certified copy of your birth certificate. There is no way to do this long distance or in a computer.
Once you get your Mexican birth certificate you are going to have to take that to the US as proof that your mom is who she is. Once you can prove that your American mom had you in Oaxaca, Mexico. you should be able to get your American citizenship. You are entitled to both. And yes you can legally keep them, I have.
