should i applie for it?some say if it not sealed any it is ment ECNR status...please help regarding this.....

Answer:
Don't worry, as per the new passport regulation of India all are automatically entitled for the ECNR status. If the holder is not entitled for this status, the authorities will put ECR stamp on their passport.

Hope the above information will help.
Go to the passport office, what are you doing in MyTend.com .
The default is ECNR (emmigration check not required) for some countries including US and Europe, but emmigration check is required for some other countries (mostly Middle East).
I didn't have a ECNR seal in my first passport but I traveled to the US without hassles. Got it done only when I renewed my passport.
