My cousin was brought here from the Philippines in 1988 when he was only 9 years old.?

From what I know, it was done illegally. He's not able to get a driver's license or work legally and blames his parents for the kind of life he has now. He can't go back to the philippines for he has no one there. And he's afraid to apply for citizenship in fear he will get deported. Now, what happens to children like him who was brought here by their parents. Keep in mind he was only 9 years old at the time and has no idea what immigration was. He was only following what his parents told him to do.

This is truely unfortunate, but you can blame Mexican illegals in their abundance for the fear America now has in any sort of amnesty...if you give it to one should we have to give it to all?.

Its an issue of politics and culture, our immigration laws have checks and boundaries, and limits on who we let in and how many.illegal aliens from Mexico in particular have really burden America's generosity- and has now rejected responsibilty for what they have created and are now in manipulations mode..sorry for your cousins luck...kamu sta ka!~

He can get a drivers license and even work here...He has to apply for the Individual Taxpayer Identification Number (ITIN)...At least this will allow him to work here and be able to obtain a drivers license.I will give you a link.Also he is a perfect canidate for this bill.Just tell him to be patient, he will get legal, but he will have to be patient...Best of luck!

IRS issues ITINs to individuals who are required to have a U.S. taxpayer identification number but who do not have, and are not eligible to obtain a Social Security Number (SSN) from the Social Security Administration (SSA).
ITINs are issued regardless of immigration status because both resident and nonresident aliens may have U.S. tax return and payment responsibilities under the Internal Revenue Code.
This is a hard question and requires an immigration lawyer's advice. I am from the Philippines and came to the states to work. I am assuming that your cousin's parents came to the US as tourist then didn't went back, went in hiding and probably got an under the table job to support the family and their stay in the US therefore they have NO legal documents now to help your poor cousin for his future.

To work in the States each is mandatory to get a Social Security Number THEN a Tax Identification Number (TIN) or Individual Tax Identification Number (ITIN). Your cousins status is still a foreign national or a resident alien. He can attain the ITIN for tax filing (but I doubt it if he is missing legal papers) only but will NOT allow him to get a job since SSN are primary required to work as well as to get a driver's license. ITIN application required Notarized Proof of Record from these 12. IRS will accept certified or notarized copies of a combination (two or more) of the following documents, in lieu of a passport:

* National identification card (must show photo, name, current address, date of birth, and expiration date)
* U.S. driver's license
* Civil birth certificate
* Foreign driver's license
* U.S. state identification card
* Foreign voter's registration card
* U.S. military identification card
* Foreign military identification card
* Visa
* U.S. Citizenship and Immigration Services (USCIS) photo identification
* Medical records (dependents - under 14 years old - only)
* School records (dependents and/or students - under 25 years old - only)

I understand and sympathize that your cousin is afraid to go public because of his status. If he is 9 on 1988 he should be 28 this year. My only recommendation and the only resolution that can save him is to get married to a US citizen and then he can work it out to the authorities and effectively use his age that time as alibi. His petition will be straighten out as well as his status being married to a US citizen.

I also asked my friend who work with our Immigration lawyer who worked on my papers.

I work in the states and I petitioned my wife who is now staying with me. My wife got a ITIN for my tax purpose but she is not allowed to work or own a drivers license since she is not allowed to have SSN.
