My friend was born in the US and she has a sister in Central America. Is there a way she can come LEGALLY?

She can try to file a petition to "Sponsor" her. I believe it's a I-130 form. It can be found at the uscis.gov website. However, I would stongly suggest your friend speak with a immigration lawyer.

1st preference is parents who are citizens, or a spouse
2nd preference is one parent who is a citizen
3rd preference is parents who are permanent residents, or a spouse.

Yes, it's easy but will take many years if the sister in Central America is over the age of 21. My guess is that CIS will require DNA testing to prove the relationship.
