Well here in the US we wait till we get a few million that are sucking us dry then we give them amnesty and make them eligible for even more of our social services. I suspect the UK is the same.
I am the expert on this question. I am a US citizen and my husband is British. We were married in the UK when I was living there (at University in Cambridge).
It was a piece of cake to have me stay over there. We just filled in a few papers, and all was well. However, we decided that wages, price of fuel, standards of living, etc, were more appealing in the US, so we decided to relocate here. After FIVE years of being separated from my husband except for visits, he is FINALLY able to come here and live in the US with me.
It is a pain in the b**t and a VERY expensive process, but we think it is worth it.

I am american and have settled in the UK. It was not an easy process (tho it would have been easier if my now ex husband would have gotten off his **** and filed the papers when he should have). Let me start from the beginning. I came over on a visitors visa (6 month), got pregnant and extended the visa for a total of another 1 1/2 yrs. Got married to the guy 3 years ago. This is when we SHOULD have filed for me to get a spouse visa but he refused because he is a paranoid idiot. ANYWAY I separated from him back in august 05 and promptly started the ball rolling and applied for idefinate leave to stay with recourse to public funds. It took a year before all the paperwork was typed up and sent to the home office. It took the home office 8 months to make their decision.
What you have to do, to make it easier for yourself if you want to live in the uk is this. The UK citizen needs to apply to the home office and prove that they can take care of the US citizen without recourse to benefits until the US citizen is able to work legally in the UK. This is usually 2 years after you are married or 2 years after you have been living together as a married couple if you are unable (because of religious reasons for example) to get married. After you get married, you have to apply for a spouse visa which lasts for 2 years. Then you can apply for indefinate leave to stay. The visa application currently costs around £300 or did a year ago. The UK citizen should find a good immigration lawyer and inquire as to the exact course of action, as it might have changed since I went through it all. I do know however, that if you come over here with a visitors visa, the home office will no longer allow you to change the visa while you are in this country. You must apply while you are on your own soil. And the only way they will extend a visitors visa is if your health is threatned by the long journey. You can get married in the UK, but will have to go back to the states while the immagration gets settled. A pain in the rear end, I know.
