My brother-in-law wants to move to the US but he is a British citizen.?

Immigration said only a close relative can sponsor him, and they have to be a US citizen. His brother (my husband) cannot sponsor him because he is not a citizen. They also said if he finds a job here then the job can sponsor him but that is hard for him to do from England. Can anyone help, info, links, jobs, anything is greatful! Thanks!
