My Brother was born in Canada, but he was brought here to the U.S. as a child and has never gone back. My question is would this "Z" visa appliy to him and would he be able to serve in the military with it? Its all he's ever wanted to do he 19 now and has everything else done except his greencard. We've thought about me petioning for him, but I've looked into it and it would take ten years. All the help would be appreciated. Thank You.

This visa applies to all illegal immigrants. So as long as he paid the fees and fine he should be able to get the visa. Maybe after he has the visa you can file the petition and change his status to permanent resident.
Yeah he could get one but you know that he would have to go back to Canada for like 8 years and pay a lot of money. You should petition him anyway because the z-visa isn't a sure thing yet.
