It depends on what nationality you are and which country you want to become a member of. You can naturalise in the UK after 5 years of continuous residence under Indefinite Leave to Remain. If you do not have Indefinite Leave then you will have to obtain it before you can become a British Citizen. I don't know if any other EU members have easier laws, you will have to contact the relevant embassies to find out.
