I think it really depends. I grew up in Toronto but i would never raise a family there. In my opinion its more for single people, as most cities are. Its not the safest place. Ontario has amazing spots, such as 30-40 mins. east of Toronto, there are cities that are excellent for families. (Oshawa, Whitby, Courtice, Bowmanville).
As for Alberta, i have personally never been, but people say its easier to find work there.

I've been to Vancouver and it was really nice, but I wasn't everywhere.
Vancouver is best for climate and health. Alberta is best for safety and families. Toronto is best for jobs. As far as integration, it depends on where your coming from. Vancouver has more asians, Toronto the most diversity, and Calgary is a cow town.
Based solely on climate, Vancouver is far better than Toronto or Calgary. I've never been to Calgary, but I heard it can get hellish. And I am very adamant on leaving Toronto in few years when I complete my education, and a huge factor in that is that I can't stand the climate in here. Summers are extremely hot and I can't stand that.
What country are you coming from? Because aside for a large Asian population, I don't think Vancouver has a very diverse immigration community, unlike Toronto, which has a bit of everything.
Calgary is the smallest of the three, but has limited rental availability, all three have extremely high housing costs, but Calgary's has climbed the fastest in the last year or two. There are lots of jobs to be had all over Canada right now, but Alberta seems to have the fastest growing economy and therefore requires workers in all fields. Alberta is also the only declared "debt free" province in Canada. You may want to consider a smaller town close to one of the major centers, as far as housing, family considerations, education, etc. and just drive into a metropolitan area. Don't think though that those three cities are the be all and end all of Canada.
