What happens to Cubans that are picked up by the Coast Guard and then returned?

If they are caught in the water , they automatically go back, and if they made it to land, then they can fight to stay and usually do.. The "Wet Foot / Dry Foot" policy...
The Coast Guard would bring them to the states and the INS would determine if they were political refugees and decide from there if they should be allowed to stay.

Entering the United States (as of now) is illegal if don't go through customs, immigration, the Dept's of Agriculture, Justice, State, and Homeland Security at appropriate locations and terminals.
What usually happens with Cuban refugees is they are returned to Cuba via Guantanamo Bay, however many Cubans have gotten to America legally through Guantanamo Bay citing and proving "religious, political, and racial persecution by a nation considered an aggressor" or the term "political refugee."
The U.S. has a "wet foot/dry foot" rule when it comes to Cubans attempting to emigrate to the U.S. If the Coast Guard picks them up at sea, they must be returned to Cuba. Medical attention will be provided if anyone needs it, but in the end they go back to Fidel and Company. But if they make it to dry land, they can stay. P.S.: It's against the law for anyone to assist Cubans in making it to dry land, but there is a provision that allows Federal/State/local law enforcement to intervene under certain circumstances.
