Usually, an application for permanent residency from outside of Canada must come from the country in which the individual is a citizen.
Also - it is almost impossible to obtain permanent residency from outside the country, since one of the criteria is that you have maintained a physical presence in Canada for 3 of the last 4 years (I think there might have been a change to requiring only 2 of 5 now, but don't quote me on that).

The only way I can see you obtaining permanent residence from outside canada is someone is sponsoring you. My husband from the US had two choices of doing paperwork for PR. Come to Canada and do the paperwork here or stay in the US and do paperwork from there. He is here and we put paperwork in dec06 and they still haven't looked at it.
Your paperwork is still being processed? Is there something going on with your paperwork? Is there something you are not telling us? Why do you want it transferred to Moscow? Are you moving to moscow? and no longer living in Delhi?
If you are changing addresses it is up to you to inform Immigration that you are moving. You should notify them with your file number and go from there.
As for Permanent residence and the number of years... in order for you to write the exam for Canadian Citizenship you must maintain residence within Canada for a minimum of 3 years
