The best thing to do is enquire from the US embassy int he UK if they do Direct consular filing. if so, get married in the UK and do everything from there.
I am in the process of doing this now from my hometown and I will get my permanent residency next month (the whole process took me two months) It maybe be different as it depends on the volume that is going through the US embassy there, but this is fastest way to get it.
You do not need one...being from England you can enter this country when ever you want...just come over and get married, then have your husband file the paperwork...it takes about three months to get your work permit...I did this with my wife...she came over on her Tourist Visa and we got married (well we got married in Colombia first) and filed the paper work before her time was up...a lot easier than waiting on the Government to do anything...
Dont hold your breath the process sucks it can take for ever and when you are given a processing time frame it will go way past with the response that the time frame is a minimum, like I have said before I have blindly waited 17 years for mine with no end in sight, and I am a son of an American.
