so not only is she illegal..she is not working and living off of the state.umm...then I'm sorry but she needs to go back to wherever she is from, come back LEGALLY and get a job
she needs to go back home, go through the legal process to return, at least this way, she want be a criminal as she is considered to be right now. she could probably make better money being a legal than illegal.
The guest worker part of the bill will be of no use to her. But, aside from that, the Amnesty is more-or-less a blanket thing, she can get her Z-visa.
