I'm sure it is because they are housing them, feeding them caring for them and will have to pay transportation to get them there and guards to guard them. However, I agree that when migrant workers who know what they are doing get about $14 an hour picking strawberries (they are paid by the basket) a little more than 60 cents might be called for. It is hard work, and unlike those of us in the real world, the inmate has the option of staying 'home' and watching TV.
