New passport regulations//Serious answers please!!?

I just heard on the news that due to the thousands of people applying for an american citizens, authorities will let you come in to the country without a current passport ONLY if you show proof that you already apply for one. My mom apply for my brothers passport but I just find out she did not get any sort of receipt. When you apply they take your birth certificate so at this point only his ID proofs his identity. We are traveling by car to Mexico next week. Anybody with experience regarding this matter?

She should've asked for a receipt and told the person that she was traveling and needed some kind of proof that she applied for a passport.You should always keep a copy of birth certificate too..
You can check online at the US Passport Office to see the status of your passport application. That may help if you print that page off.
The issue affects air travelers only mija.

If your traveling by car, no worries, all you need is state issued ID and a birth certificate. 2008 though, all travel (plane, car, boat) to another country will need passport..

ENTRY/EXIT REQUIREMENTS: All persons entering Mexico by air are required to present a valid U.S. Passport when entering or re-entering the United States. Land and sea travelers are also encouraged to have a valid U.S. passport. If they do not have a passport, they should be prepared to provide a government-issued photo ID (e.g. Driver's License) and proof of U.S. citizenship such as a U.S. birth or naturalization certificate..

IMPORTANT NEW INFORMATION: As early as January 1, 2008, U.S. citizens traveling between the United States and Mexico by land or sea (including ferries), may be required to present a valid U.S. passport or other documents as determined by the Department of Homeland Security. American citizens can visit travel.state.gov or call 1-877-4USA-PPT (1-877-487-2778) for information on applying for a passport.
If you are coming back by land you do not need a U.S. passport. You can present any state issued ID and/or birth certificate for you and your children. If you are coming back by air from Mexico, Canada, the Caribbean and Bermuda the same applies, but you need also prof that you have applied for a U.S. Passport.
