Go to an INS office in person.
Did you try to call National Customer Service? They are very helpful........
if you did a freedom of information request, it takes time, 1-2 years, they don't normally send you an acknowledgement of the request, but only if they did not locate or if the request was directed elsewhere, until located and sent to you.
