I am a US citizen, we are filing for him to be a perm. resident in Shanghai, they are granting us a tourist (6 mo.) visa because our daughter needs to see a specialist in the US. We have two kids-so resources are just not there to go back and forth. I just want to know if we can file for permanent residency(a.k.a.- green card) on a tourist visa from China.

I dont think you can, you needs to have a : reason" to file. I knwo you have a GOOD one but you need to prove it to them or they will think you are playign a game.
