An adopted child may enjoy immigration benefits based on the adoption if:
The adoption occurs prior to the child's 16th birthday;
The adoptive parents had have legal custody of the child for two years (before or after the adoption); and
The child had resided with the adoptive parent for two years (before or after the adoption).
If the alien child is adopted in the U.S. before the child's 16th birthday, there is no problem to establish the relationship between the adoptive parent(s) and the child. If the adoption is outside the U.S., while full legal papers are available, there should be no problem in establishing the relationship between the adoptive parent(s) and the child. However, an adoption unaccompanied by legal papers, such as a common law adoption, may present a problem in establishing the relationship between the adoptive parent(s) and the child.

Nope...I just read an article that a 40 some old woman put an ad in the paper looking for a new family....and she found one and was adopted. I don't believe there is an age limit. Good luck.
As far as I know you must be cared for until you become an adult age 18. Unless you have current guardians, have filed for emancipation from guardians or the state. Probably being sixteen the state doesn't see the need for you to be adopted for two years when there are younger children who can fill that spot. If you want to be adopted go for it, they shouldn't be able to stop you if it is something you really want.
No that is not true. I have a cousin whose father raised her. He remarried after the divorce but it was a rocky divorce filled with a lot of hate. His new wife wanted to adopt my cousin but the dad said no he didnt want to rock the boat anymore by making the real mother mad.
Ok so my cousin grew up and loved her stepmother who was more of a mother to her then her real one. Around age 19 her father died. At about age 25 the stepmother asked the girl if she wanted to be adopted and agreed. Papers were all signed and she was adopted. She was an adult though and could sign for herself, I dont know how that would work for underage kids who want to be adopted. But im saying dont assume. At least ask a lawyer.
