How to go get the US residency if you are a US citizen??

Hi, I have a friend that needs the us residency but He can not get it. He is a US citizen, and studies in a university. the problem is that he is paying a lot of money to the school because he is not a us residency, and the school says that the only thing he can do is work 1 year as a full time employee, but he can not do that because he is studying. Is ther another way to get the residency?

he need 2 forms of proof that his living or been in the State for over a year to qualify for in-state tuition!!!
1.) register to vote.
2.) get a in state drivers License.

I'm presuming that you mean he's not a resident of any particular state. The only way to become a resident is to maintain a residence in a state; most states require a full year before you become a resident after moving there.
No need to get a US residency because you are already a US citizen.
