Is Puerto Rico part of the US?

No. It is owned by the United States, but it has it's own government.
It is a part of the United States but its not a state in the Union. Its citizens are U.S. citizens and can come and go to the U.S. as they choose. Its like the U.S. Virgin Islands, annexed.

Puerto Rico is a Territory - not a State. They have been offered the opportunity to vote for Statehood, and always turn it down. I think that makes them pretty smart on the whole. We're responsible for them - yet they have fewer responsibiities.
So - GOOD FOR YOU - for asking a reasonable question even if it makes you look a little dopey in some quarters.

BTW, that's how Hawaii and Alaska started out, as territories.
it's funny when you first read the question, but after hearing what's it's like there in Puerto Rico.... it's sometimes does not seem like it's apart of the US.... but yes it is.... they may be treated sometimes as if they are not.... but they are a territory, not a state!
