I don't think there is going to be a better offer than there is on the table right now for illegals. While it may be called amnesty by some I don't think it will work because of how hard it will be to comply for families. Even single people would have a hard time leaving and then coming back but their apartment or house isn't available and their job is gone to someone else. So, no I don't think the current offer is amnesty and I also don't think there will be another one that is any better for immigrants.
