It would depend on which country they wish to reside in. Neither automatically aquires citizenship. The spouse who was moving to a different country would have to apply for citizenship in that country.

getting citizenship once you get married seems to be a common misconception since the 'Green Card' movie... once you get married, you still need to go through an immigration process but as a spouse... you may be granted a residency based on the fact that you want to live with your wife, but citizenship is a whole different matter / application....
