Can a woman with a working visa apply for a k-1 visa while still in the United States?

Only an American citizen can apply for a K-1. The foreign fiance/fiancee is the beneficiary.
If you're here on a legal, work visa, and interested in getting married because you're in love with your partner (and not for a convenient green card) it is possible to get married and convert your status. If you're here on a work visa, then you would have to leave the country , then have your American partner apply for the K1 visa, then come back. Do check with the state you plan to marry in though-some may require proof of legal status in the US before issuing a marriage license.
