What would be the necesarry steps for getting Mexico back in shape to make their citizens want to go home?

Why are we responsible for FIXING their country?
Why don't they go home and fix it themselves.
They certainly did not fix our country.we did it with civil war.
I'm sick of the cry babies.when all they want is a free ride and handouts galore!
Eliminate corruption and greed from their government.
Enact an education system that works.
Get rid of their labor union laws so that foreign companies can come in and provide decent-paying jobs.
I'd go on, but you'd never get past the first one, so the rest is kind of moot.
We should begin deportation, but give every deportee a rifle and a box of bullets. That country is screaming for a revolution, but the corrupt government is smart enough to know that there will be no revolution as long as the option to flee to the USA exists.
Their government needs serious ethic reform. Only an outstanding individual of high standing could possibly hope of revolutionizing their system in the way it needs to be done. And such an individual would have to have the backing of the people.
The problem is corruption . It has been in their society always and probably always will be.
So the rich white Spaniards own the brown Mexicans and there is no turning that around , no one is into losing money and power when they have it .
They love the fact that they can import labor here, get another major source of economy flowing into their country, free up their public services for the mothers and kids and all they have to do is act like they are oblivious to what they are doing .
It's kind of like if you and your next door neighbor works and have money , but they had too many kids to support and so they sent 5 of their kids to your house for dinner every night and to patch up when they fell and scraped themselves . You know. Gotta think about the children .
Get the crooked politicians out.
Get rid of the drug cartels.
Establish better paying jobs, but companies that are exploiting them right now will just leave and go to another country to take advantage of cheap labor. It is a tough issue to resolve.
Establish some great labor unions and provide protection to the union leaders (security). A union leader was murdered because the company did not want to a union established and did not want to pay higher wages.
Promote family-planning services to families. Maybe if they understand that having less children makes it easier to feed and educate them, it might improve their situation?
Well im very dissapointed with all these answers.Look it's true I agree that we shouldnt worry so much about that country,when we have ours to worry about,but ok their are 12 million people here from Mexico and other countries, thats alot!!! I was born and raised here in the US,but my dad is from Mexico and is here LEGALLY. I think that their is really nothing that can be done. But dont you think they ask the same question about us? Hey we go over there to when we go to Rosarito beach and Tijuana to have fun on a long weekend or so, do they complain? NO, infact they greet us, so why should we be greedy? Sorry thats just my opinion.
First you would have to clean out the government and federal police. Next you would have to be able to generate a few million jobs and begin improvements to the living conditions. Once you have a reliable police and military force then you clean out the drug cartels. Plant flowers and add water.

Funny how bush wants to help with AMNESTY! but how come he never discusses with the Mexican President what an "F" rated job he's doing with his country? u.s. factories left workers here with no jobs and went to mexico where they could take advantage of more lenient labor laws and employ mexicans for a horribly low wage.
the workers of both countries lose. the corporations and politicians win.
to get mexico back in shape, we'd have to hold our governments responsible.
Not my job to fix it for them.
I say have them march and protest like they do here - I would love to see where it gets them.
