That is because every car had to be registered even if it was never sold off the dealership's lot. therefore a paper trail to follow and tax. But immigrant ion is such a touchie situation if you do anything you will find so much resistance to it, especially amoung the illegals. Hey...didn't you read about the illegal in USA and how loud they where and are..demanding their rights to be illegals and whatever..Life if changing, and may not be for the best...
