file the application to the CIC (Chief Info Comm) of d passport office or any oncerned institution
make sure you ask WHY the report has not been filed, how long it will take to file it, who is in-charge of filing it and oder such q.s

If you already checked with the Police Station and they said your file have been sent to Passport Office, then go to the Passport Office and check with them.

You know that police station where you live has not even received an inquiry. If inquiry has not been received, the station can not provide the report to passport office. It is one of the mandatory requirements.
Your passport application is still pending. Nothing happened to it. And that is what the problem is- nothing happened.
You should go back to passport office and find out what is their normal processing time and then act accordingly afterwards. Your options after are (1) continue to wait, (2) get some influential person to influence them to move fast, (3) bribe someone at passport application office to get the file moving. I don't condone 3 but in India it might be an option.
