The answer is no. Being in love with someone or having a baby with them gives no right to remain here. He should do thinks properly, if they are serious enough to have a baby they should get married in Canada and apply for him to come over on a spouse visa. This will only be granted if his partner can show that she can support and accommodate him without public funds.
