There weren't any, except for the ones that had been here for a while. The Chinese Exclusion Act went into effect in 1880, and was renewed in various forms until its reppeal in 1943. And, that reppeal only allowed about 100 per year - it was the 1960's until they were allowed to immigrate en masse again. Its really terrible, since the transcontinental railroad (built before 1880) could have never been completed as quickly as it was without thier labor.
