Am actually happy that it applies to all that use air travel now. Showing a DL and birth certificate is not good enough, anyone can get a DL and birth certificate from anywhere. But a passport your identity has been screened by the Dept of State.

That is only partly correct. It is for air travel only. We are still able to cross the border by car with picture ID and second piece of ID until 2008 sometime. I have worked in the Travel and Hospitality industry for 20 years and am well abreast of the new laws see the link. It is for AIR TRAVEL ONLY!!!

I dont know about mexico and the carribean but to travel to and from US and canada you have needed a passport for over a year no matter what mode of transportation
