The mother gets nothing unless the American gets married to her. If they get married the American can apply for a resident visa for the Chinese wife.

The child can recieve US citizen ship, but at the age of 18, this child has to choose which citizenship to denounce.
If the mother wishes to become a US citizen, she needs to apply for it. She would need to study everything about the United State's history. Past and Present. And she would also need to learn some good English if she plans to switch.

China does not recognize dual citizenship. So the child could be registered with the U.S. consulate as the father being American, but both the mother and father would have to agree as to the citizenship and the mother would still have to go through the long process of applying for citizenship unless the couple got married.
Talk to the U.S. consulate in the area. There is one in Beijing, One in Shanghai, and one in Guangzhou I think. They have question and answer periods regularly where you can just out and ask them, and they would know the answer.
Citizenship for the kid would take less time than the mother, that is for certain.
