If he is under thirty and a Candian citizen, he might apply to come as a Working Holidaymaker; otherwise, work permits are very hard to get. For a work permit, a UK employer would have to apply, and demonstrate that they could not fill the post locally. HSMP visas are available to highly skilled migrants. Check
