Who can claim the hardship exemption on the i-129f visa?

It says on the uscis website that you are exempt from meeting your fiancé(e) "if meeting your fiancé(e) would create extreme hardship for you.".

Extreme hardship is considered on a case by case basis. You will have to complete an affadavit (sworn statement) explaining what has prevented you and your fiance from meeting face to face.
