I think it would be pretty creepy if someone did. I blink, and sometimes when I am laying in bed at night with my husband in the dark I may talk with my eyes closed... but in broad daylight... no.

Why is this in Immigration? People only close their eyes during conversation if they are telling something untrue.
No but I work with one, and met another one at a party once. I think they are rying to convey to you that they are so stressed out, or that they are sooooo busy, that they barely have time to stop and talk. Or that they are irritated with you for some reason. I tend to think they are vain and self-centered stuck up jerk-heads but thats just my opinion.
