If you are a Green Card holder, you can apply for Naturalization 90 days before the 5th year anniversary of becoming a Permanent Resident (90 days befoe the 3rd year annivery if you are married to a US citizen). You must have good moral character and you could not have spent more than 6 months out of the country within the 3 year immediately before submitting your application.
Currently, it takes between 9-12 months before you will actual take your Oath of Citizenship, during which time you will be interviewed and tested on your knowledge of the English language and US history and civics.
If you are considering becoming a citizen, I would recommend that you submit your application before April 1, 2007. It currently costs about $400.00 for the Naturalization application. However, USCIS is trying to increase the applcation fee to $675.
