Well you can Hire a COYOTE to bring her. But since you are a USA citizen, there are ways that you can apply for her legally, and since you want her to come study it would make it way easier. Talk to a good lawyer and he can definitely give a solution.
If she wants to come as a tourist, she´ll have to apply for a B-2 visa at the American Embassy in Lima. If she wants to study in the US, she will have to apply to an American school and be accepted. She will then apply for a student visa at the American Embassy, showing proof that she has been accepted at an American school. *She will also have to show proof that she can pay the tuition fees for her studies.*
You will not be able to sponsor her as a permanent resident since only parents, siblings and spouses can do that.

Truth is, getting even a visitor visa for a relative from Peru is nearly impossible. Unless you own a bank over there, I'm sorry but the best you can do is visit her in Peru. I've been trying for my nephew and niece to come and visit their grandmother (who is over 80) here for nearly seven years, and nothing.
