I have never heard of an "international" license or permit. Each state has some different laws. I'm a citizen and I still have to have a new license for the state I'm living in when I move. They could have some temporary thing......I don't know. I know I can vacation in Canada and even in Mexico with my drivers license. I've waited on people who used their Canadian license as an ID. So I'm not sure what you're refering to.
I believe that if they legally enter the US as tourists they can use their Mexican license, but this is only temporary. If they become legal residents they must obtain a license from the state they live in.
