Many do not want to learn English because they are proud of their heritage and want to perpetuate that and even implement it in our country. They believe that the US was stolen from the Mexicans and that they want it back. They will have sufficient votes in a few years after the amnesty and gifted citizenship that the Congress will soon give them, to elect a president. Then we will be the ones who will have to learn Spanish...Think I am kidding. Russia took over Ukraine and KILLED people who spoke Ukrainian instead of Russian. My wife's grandfather was shot because his wife destroyed his identity papers.

They are not "limited" to anything, they are illegal and can do what ever they want, and can do. They only do manual (construction) work because your government leaves that type of work without control and they are "self employed" so they do not have to give the employer any social security numbers and have NO taxes withheld. the contractors do not mind because they do not have to pay taxes (matching), withhold or pay social security, pay Workman's compensation insurance or have any liability if one is hurt because they are illegal and will not make a claim on him and thereby give themselves away to the authorities.

Actually, both your questions are generalizations. Many Hispanic immigrants do learn English and many work in skilled jobs. However, there are also many who don't learn the language and are limited to certain jobs. In their case, I'm sure that education and resources are both lacking. One thing that is good about the new immigration bill (if passed): the skill-level of the applicants for visas will be taken into account. Other countries (e.g., Australia) have been doing that for decades!
Its hard to learn something you don't want to learn.
They're educationally challenged and backward. This, compounded by complexes and low self esteem create a criminal and sociopathic behavior.

honey I speak Inglish and I'm hispanic. Please don't generalize. Yes infact hispanics are said to be hard working because they do hard labor jobs but I think anyone can be hard working I mean it's not like non hispanics just sit at home and wait for the hispanic people to do all the work. In my opinion we are all human and therefore equal no matter where you are from and if people would just look beyond the persons race and everyone helped each other out and took care of our world instead of making wars than it would be a much better place.

as a half Hispanic i learned English very fast and can do labor jobs but you see everyone is different just like Caucasians.
First of all: I am part African-American, Part Irish, Part French and Part Native American. You should know that the term "Hispanic" is offensive to Latinos.
Second: they can and do learn English(capitalized because it's a language)

It's not a question of can't, because so many words are similar to English, it's that they won't. Their family, friends, neighbors, ancestors, etc. speak/spoke Spanish and they will, too. And they are limited to the physical labor jobs, in my opinion, because they are stubbornly hanging onto their language. It's hard to be a CEO, a President, a judge or a surgeon if you're speaking only Spanish in an American setting. It's much more relaxing to build a house or toil in a factory with people who talk the same as you do.
English is actually a really tough language. Try learning Japanese - that'll give you an idea of what a ** it is trying to learn English as a second language.

Too many appear to confuse Latinos with illegals. Actually the illegal alien does far more harm to American Latinos & Blacks than any other groups. Undocumented worker is a misleading term... like a car thief being called an undocumented owner, or a drug dealer being called an unlicensed pharmacist.
Corporations have long sought to increase the labor supply & are using outsourcing & illegal aliens to depress wages accross the spectrum. They also seek to depress the wages of professionals by using the H1B visa to hire foreign professionals at 75 to 80% of the going wage in those professions. The corporate lobby groups are masters at emotional manipulation & one can expect a massive assult on our emotions... showing mothers & children torn apart by inhumane immigration laws. However we allow more immigration than all other countries on Earth combined.
It's not that they can't learn, it's that this country has made it too easy for them not to learn and still get by. We have made too many things in both Spanish and English trying to be politically correct but in fact, all we've done is keep them down. There are TV stations and newspapers in Spanish. Call most major companies and you have a choice of either language. Schools are required to have information available in both Spanish and English. The list goes on so there is little need for them to bother to learn a language we have made it too easy for them to not have to learn. Sadly, their unwillingness to learn has it's drawbacks for them. Better jobs are not available to them, so they are left doing what you refer to as "physical labor jobs". These jobs do not require them to interact on a regular basis with the English speaking public.

First and foremost, anyone CAN learn English. Perhaps you're trying to assess whether or not folks are willing.

I'd say most Hispanics in the country, legally or otherwise, are bilingual in varying degrees just like any other immigrant group.

Born in NY with both parents from Puerto Rico, Spanish was my first language at home and I learned English in school; first as a bilingual student in kindergarten and then in all English classes thereafter.

That said, if you're referring to fresh arrivals, give them some time. Getting any job is the starting point but to move beyond just working, English is an absolute necessity, period. Multi-lingual call menus or publications are meant for those in transition and although I'm sure some use these as a permanent crutch, I'll give the majority some more credit than that.

In my opinion, the debate over whether Hispanics should learn the language is quite disingenuous. Those who incite this hysteria dilute the serious need to examine our immigration policy (including the fate of those who are already here, regardless of status) with empirical evidence and pragmatism instead of unsubstantiated claims rooted in racism and fear.
The unfortunate truth about most illegals is that they have a limited education. Most cannot read or write in English OR Spanish. Due to this fact, their options are limited.
I agree many are good workers, but they are here illegally and need to go home.
