If you are holding a Philippine passport, then you could try to get a visa for Taiwan, then come to Taiwan and look for work. While it is most likely that you would be able to find many businesses that would be willing to employ you, it is unfortunately most unlikely that the types of "employment" offered to you would fall within the categories of employment which the Employment Services Act recognizes as being eligible for hiring foreigners ......
In a different fashion, you could try to apply for an overseas Chinese ROC passport at the Taiwan Representative Office in Manila. Although you might be able to obtain such a passport, of course you have to remember that such a document does not include "residency rights" or "work rights" within Taiwan. Generally speaking, in order to convert this type of overseas Chinese ROC passport to a regular passport, and then obtain an ID card, you would need to come to Taiwan and live with close blood relatives for several years, or to be employed in some white collar profession for several years in Taiwan.
