my wife and I are filling the paperwork for his visa, can I apply for a tax identification number even though he is not here?

Answer:
No you can't. My husband had to wait until our son was residing here in the US. He did try as someone told him he could, but IRS sent letter back saying he couldn't.

I would think you would have to have the child here before doing anything about a tax identification number.
