It depends what nationality you are.
French, then straight to the local immigration authorities, or the town council ("La airie") which will issue all immigration/identity related documents such as "Une carte nationale D'identite"(National french ID cards, also applicable to foreigners that have perminant residence) "Une attestation de residence" (letter stating that you are a resident inside France, and thus, the EU) and, passports (only french passports).
If you of any other nationality, the only place that will be able to issue you will be your embassy (in paris) or, a local consulate, or branch, of your embassy.
E.G
The British embassy in Paris, or, the British Consulate in Strasbourg.
P.S be sure to fill the forms in very, very carefully. Signing outside the lines is enough for a refusal, and it can take long to get a passport.

If you join the French Foreign Legion they give you a French passport.
As you live in France maybe you should become French. there are too many British passport holders living abroad, I presume that you still vote in the UK elections? even though you have no interest in living here.
