Answer:
It means a person who has moved to Canada.....I think. And has done it LEGALLY by following the rules and laws. These are immigrants who did all their paperwork before making the journey to Canada.
The USA also expects immigrants to apply for immigrant status BEFORE making the journey.
that's an immigrant that has their papers. in the process of acquiring citizenship.

Landed Immigrant is a formerly official classification for a person who has been admitted to Canada as a non-citizen permanent resident. The current official classification for such a person is simply permanent resident. Nevertheless, the term "Landed Immigrant" was in use for so long, that it has become part of Canadian vocabulary, and even still appears on some government related forms and publications.
The term "landed" applies to owning property. A landed immigrant would be one who owns property.
I believe the government uses that term for Cubans who made it to US soil. If they don't make it to the shore, they're sent back. If they make it to land, they get to stay.
An immigrant and a landed immigrant is basically the same thing except that the landed immigrant wishes to become a citizen with all the rights , privileges of a home bred citizen. That doesn't mean that with due proccess you can't have your citizenship taken away. Any false statement or misleading statements can and have been used to that effect. I understand a landed immigrant card is the only proof allowed to be able to collect old age pensions. An ordinary immigrant would not have recieved that card on arrival.
The prospective landed immigrant would have gone through a selection process before permission to emmigrate.
