Japanese people always claim they want to meet foreigners, do they ever care about getting along with these people?

Japanese people, most of them, that's what I feel, have lot of prejudice in their veins. When they say "foreigners", when they claim that want to meet foreigners, they mean Europeans or North Americans. And the only reason they respect Europeans and North Americans is because of the HUGE defeat in the II World War, cause before that they used to like only themselfes. I see them as the KKKs from Asia, not all but most of them.
I read yesterday that the Japanese birth rate was finally starting to go up in the face of the government considering letting foreigners work and live there. Japan had a period in history of 200 years, according to the article, where foreigners were NOT allowed to become residents, at all.
I guess they like having things Japanese.
Japan is a closed society, always being like that. They let you come into their country but you will never be one of them, a Japanese. Meeting foreigner or getting along does not mean come and be like me.. That have never happened.
That's funny....Japanese women love to marry white men so their kids will have round pretty eyes and be good looking. I don't understand people. I hear from my buddy stationed there that Japanese women also love to sleep with black guys...just can't marry them. So I don't think their mean to ALL foreigners.
