If your husband is a permanent resident he can file a petition. However their is a long wait in front of you, for an visa number to become available. The petition he would need to file is an I-130. As a PR your only option is an immigrant visa. US Citizens are the only ones eligible to file the I-129F petition for the K-3.
If he becomes a naturalized citizen there is no wait for a visa number to become available. As the spouse of a US citizen a visa is available once you have an approved petition and complete all the necessary requirements to apply for the visa.
Quick rundown on the process for a Permant Resident-
He can file the I-130 as a PR, and it will be processed. When approved it will be forwarded to NVC (National Visa Center) where it will remain until a visa number is available. In the meantime if he gets his citizenship he can upgrade the petition to that of a USC whereby your case when complete at NVC will be forwarded to the Consulate/Embassy where you will interview for the Immigrant Visa.
